PROFILE OF GT. ENOCH HEMANS COBBINAH ‘75/’77/H7

Gt. Enoch Hemans Cobbinah ‘75/’77/H7 was born and raised in Sekondi–Takoradi in the Western Region of Ghana, where he had his primary education. In 1970, he gained admission into the Ghana Secondary Technical School (GSTS) and was placed in Kennedy House (House 7). For seven formative years, he lived, studied, trained, and grew within the Giant fraternity. At GSTS, the strong academic and technical foundation of the school (reinforced by its military-style discipline and Cadet Corps training) instilled in him the values of resilience, integrity, hard work, innovation, and leadership. The school’s emphasis on the practical application of knowledge shaped his lifelong philosophy, consistent with its motto “Mente et Manu” (With Mind and Hand), to uphold intellectual rigour anchored by practical action. He completed his GCE O-levels in 1975 and his A-levels in 1977.
After graduating from GSTS, Gt. Cobbinah pursued higher education and obtained an Advanced Degree in Economic Statistics from the Institute of Economics and Statistics in Moscow, Russia. He further enhanced his expertise through professional and executive training in Public Investment Programming and Budgeting, Strategic Planning and Project Management, Tax Policy Analysis and Revenue Forecasting, Leadership, and Public Financial Management. His professional development took place in globally respected institutions, including the University of Connecticut, Duke University, the Harvard Kennedy School, and the Ghana Institute of Management and Public Administration (GIMPA).

He began his illustrious public service career at the Ministry of Finance and Economic Planning in 1986, where he served for nearly three decades. During this period, he made significant contributions to Ghana’s economic reform and transformation agenda following the return to constitutional rule. He played key roles in the design and implementation of major national economic programmes such as the Economic Recovery Programme (ERP), the Structural Adjustment Programme (SAP), and the Public Financial Management Reform Programme (PUFMARP). Through hard work, competence, and exemplary leadership, he rose through various positions to the highest rank in the Ghana Civil Service, serving as Chief Director.

In 2013, he was transferred to the Ministry of Education, where he continued to serve as Chief Director. In that role, he introduced innovative leadership and enhanced strategic management practices, contributing significantly to the development and implementation of Education Strategic Plans and several far-reaching educational reforms. After retiring from the mainstream Civil Service in 2018, he was appointed as a Consultant to the Ministry of Education to provide strategic leadership and coordinate the implementation of the National Education Reforms, aligned with the Education Strategic Plan (ESP 2018–2030), a plan in whose development he played a central role. These reforms, which are still ongoing, cover secondary education, teacher education transformation and professionalisation, curriculum reform, technical and vocational education, tertiary education restructuring, and legal and regulatory changes in the sector. In 2023, he retired fully from the Ministry of Education, widely acknowledged as a distinguished, principled, and exemplary public servant, admired for his integrity, excellence, dedication, and national impact.

Gt. Cobbinah’s public service career spanned from 1986 to 2023, during which he served with distinction under all six Presidents of the Fourth Republic, Flt. Lt. J.J. Rawlings, J.A. Kufuor, Prof. J.E.A. Mills, John D. Mahama, and Nana Addo Dankwa Akufo-Addo. His areas of expertise included public policy analysis and planning, public financial management, national budget development, revenue mobilisation, and large-scale institutional and sectoral reform. He spearheaded and participated in numerous landmark policy initiatives, legal and institutional reforms, and public sector transformation efforts that significantly strengthened efficiency, accountability, transparency, and service delivery in both the Finance and Education sectors. He is also well remembered for fostering strong partnerships with development partners, government agencies and departments, private sector institutions, and civil society organisations, which have led to more effective government programmes.

Throughout his career, he received several honours in recognition of his outstanding leadership and national service. The Ministry of Finance celebrated him for his exemplary contribution to the development and implementation of Ghana’s Public Investment Programmes, which underpinned the ERP and SAP reforms. He was further recognised for his leadership in strengthening non-tax revenue mobilisation and its institutionalisation in national budgeting. In 2016, he was adjudged the Best Performing Chief Director in the Ghana Civil Service, honoured for his outstanding service, leadership, and contributions to public policy and programme implementation.
A proud Giant, he remained deeply connected to his alma mater. He facilitated several key infrastructural development projects for GSTS, and in recognition of his exceptional contribution and unwavering support to the school, House 9 was named “Cobbinah House” in his honour. He also mentored and trained many public servants across the Ministries of Finance and Education, many of whom now hold leadership roles in national governance.

Over the course of his public service, he served on several national boards and councils, among them the National Insurance Commission, Agricultural Development Bank, National Lotteries Authority, National Council for Tertiary Education (now GTEC), Ghana Education Service Council, Students’ Loan Trust Fund, GETFund Board of Trustees, Ghana Health Service, and the West African Examinations Council (WAEC). He is the Immediate Past Chairman of the GSTS Board of Governors. Gt. Cobbinah is married and blessed with two children.
